To understand if it is normal to have heart palpitations when you go through luteal phase almost all the months, should understand the hormonal changes during luteal phase and during all your menstrual cycle.
Menstrual cycle goes through the following stages:
Starting from day 1 bleeding, follicular phase is characterized by low estrogen and progesterone levels and high FSH (follicle-stimulating hormone).
During ovulatory phase, FSH and LH spike while estrogen is high, while progesterone starts to increase.
During luteal phase, estrogen is high, progesterone is also high, while FSH and LH are decreased.
At the end of LH stage, when bleeding starts estrogen and progesterone are no longer high. While FSH and LH start to increase so another cycle is developing.
Now, I think you might feel heart palpitations at this point, at the end of LH stage when you start or are about to start bleeding. And that is normal reaction to low estrogen levels, which in some people like you might cause heart palpitations.
Depending on your age, the effect of such hormonal change can also seem to be overhelming, but it is not. Can take chamomile tea or passiflora/aloe vera supplement at night to keep you calm.
Should exclude acid reflux and anxiety issues too.

I’m 28 with a history of panic attacks and anxiety. I also take medication for reflux. I’ve had multiple EKGs an ECHO and stress test, all are normal. I’ve had my thyroid checked, normal. It just a scary feeling!

I hope everything has been settled now.
Try to cope with stress, in order to control panic attacks.
With regards to acid reflux, should take medication (antacids after eating). Should also be careful with foods/drinks you consume.
